Да это наверняка Westernbid имеется в виду, как-то давно, когда у меня были планы заниматься торговлей, зарегистрировался я у них, у них как раз есть такой код, который вставляешь обычно в конце описания товара, когда выставляешь что-нибудь на продажу, это и есть синий баннер, кликнув на который, потенциальный покупатель переходит на страничку, где что-то там про гарантии возврата и т.п.

Я все таки не понимаю, почему PayPal не принимает платежи для России? В чем сложность? И будет ли это в будущем?

В общем итоге — врет и не краснеет. Явно видно, что аргументы притянуты за уши.
Думаю, что парочка известных "синих баннеров" втихушку принадлежит Ебаю, дабы срубать еще и еще.
