В общем им не понравились операции на вашем счету и его ограничили. Они рассмотрят вопрос о снятии ограничения, после того как вы предоставите им информацию которую они у вас запрашивали (должно быть наверно ещё одно письмо?). Если у вас есть вопросы почему вас заблокировали обращайтесь в резолюшн центр. Туда же нужно обратиться по поводу блокировки. Вот в общем примерно так.
Поэтому нужно предоставить им, что они от вас хотели и возможно разблокируют.
Я об этом написал изначально. У них нет ни одного требования на моей странице Пей Пал аккаунта. А письма в Резолюшн центр возвращаются автоматом роботом ответчиком с одинаковым текстом разрешить все проблемы. Замкнутый круг получается. Как к ним обратиться чтобы прочел письмо человек? Куда писать?
st.evgeniya а вы когда им писали? может у них выходные (если есть в резолюшн центре). Или вы указывали при обращении номер своего дела и просьбу прояснить, что вам надо подтвердить?
Всё так же, но в будний день. Всё же какие-то причины должны быть. Совсем ничего необычного не было? Карта у Вас украинская, банк тоже? Выходите в инет с территории Украины?

Последнее письмо. Я их получил пять. В выходные и в будни. Указываю номер диспута. Работаю на Ebay в Украине уже полгода. Для приема оплаты пользуюсь изначально услугами фирмы посредника. Звонить тоже бесполезно - отвечает автоответчик
Пока - маленькое спасибо! Вспоминая события - я останавливаюсь на факте когда система не могла несколько раз снять самостоятельно деньги с карты для месячной оплаты услуг EBAY (ране я установил функцию автоматического списания). Позже я положил деньги на карту оплатил и прямым переводом погасил задолженность. То есть это и есть - credit card chargebacks. Возможно это и есть нарушение.
Но я теперь хочу убрать лимит. На странице Resolution Center вот такя надпись со активированной ссылкой Return to limitation details We've temporarily limited access to your account Return to limitation details Complete the steps listed on this page to initiate a review of the limitations Но когда нажимаю эту ссылку - появляется эта надпись PayPal is constantly working to ensure security by regularly screening the accounts in our system. Until we can collect this information, your access to sensitive account features will be limited. We would like to restore your access as soon as possible, and we apologize for the inconvenience.

Возвращаюсь к начальному вопросу - Кто подскажет что делать дальше?
Думаю, что на чарджбэк это не похоже. Просто лимита карты не хватало для снятия. Чарджбэк - это принудительное снятие денег с Палки по Вашей заяве в банк-эмитент карты. Если проще, то возврат денег без согласия Палки.
В понедельник написать еще раз. Произошла ошибка, требования Палки не отображаются. Не поможет - звоните в указанное им время с учетом 2 часов разницы с GMT. Строго говоря, 3 часов, т.к. GMT не переводится на летнее/зимнее. И спрашивайте, о чем спич. Звонить лучше и дешевле со Скайпа. Не думаю, что можно сделать что-то еще. Если только отправить факс.

Конечно, пишите. Только укажите, что акк не используется для продажи. Факс обязательно, только пишите грамотно. Многие корявые английские послания игнорируют сознательно или умышленно дают неадекватные ответы.

Hello! Please, help me to resolve my PP limitation (case ID: PP-000-929-301-097) from March 31, 2010. I have EBay account ............with 176 positive feedbacks. I have no outstanding issues such as unresolved Buyer Complaints or chargeback’s on my PP account. I live in Ukraine and can use PP account only for sending money, not for receiving from customers. On my PP account overview page I can see sign that my account is Limited. But I have not any limitation details. Not one. I send some letters to Resolution Center but received only auto responses with offer to resolve all limitation details. But I HAVE NOT these details. Recently I was limited on my EBay account until all problems with PP will be resolved. I can’t to work now. I ask you to help me!
