A. Why have I been unable to make a payment?
We regret the difficulty you have experienced when attempting to make a
payment with your card. Often when you receive an error message saying
your payment could not be complete it is because your card issuer has
denied the payment.
The only information that we receive is that your card provider has
declined the use of this card with PayPal.
Here are some common reasons why a card issuer would decline a payment:
•There could be a limit on your credit card that has been exceeded.
•It's possible that the card issuer could be temporarily unavailable to
answer the authorisation request we sent. •Your credit card company
could be blocking this transaction for security reasons as it doesn't
fit your regular spending patterns.
I'd encourage you to contact your credit card issuer and speak to
someone who deals with online transactions to find out why this payment
was denied. The general customer service at your bank may not be able to
provide specific information on why a transaction was denied. You will
need to contact the department in charge of online payments to obtain
this information.
You may be able to complete this payment after you have spoken to your
card issuer and resolved the issue. Alternatively you can add another
credit card to your PayPal account.
B. How do I get my refund when my card is no longer active?
Due to banking regulations a refund of a payment must be sent to the
card from which the payment originated. This is the case even when it
has been cancelled or has expired. The refund is returned to your card
and will be handled by your card issuer.
To receive your refund, please contact your card issuer and ask them to
locate the refunded amount and to deposit it in your account. If they
cannot do this for you they can return the funds to PayPal and they will
be credited to your account balance.
PayPal makes every effort to ensure that refunds to cards are processed
in a timely manner. Most refunds will be visible for your card issuer
within 2-5 business days; however it might take 14 business days for the
refund to be fully processed by your card issuer. I recommend that you
contact your card issuer once 30 days have passed, to confirm that you
have received your refund.
C. Can I use my balance to make a payment?
On the first day of every month, your available balance is transferred
automatically to the Visa card or US bank account that you selected.
This is the only way in which funds received to your PayPal account can
be used.
Due to financial regulations, money cannot be held in your PayPal
account and your PayPal account balance cannot be used to fund payments.
Therefore, all your received payments must be regularly withdrawn from
your PayPal account.
