Дотянул таки практически до последнего, но уже составил текст кейса в PayPal, уж не знаю насколько ясным он получился, но коротким - точно нет...

On July 30, 2013 I bought a Round Cut Black Diamond Engagement Ring (370784970869) from the seller nathanieldiamonds. Unique PayPal Transaction ID #6MM05814RT6573536.
On August 05, 2013 the item was shipped from NY (USA) by USPS Priority (track number CJ479241324US) and delivered to Tol'yatti ( RUSSIAN FEDERATION) to my girl friend home adress on August 21, 2013 (it was the gift for her)
On the one side of the box the was a sticker applied at the Post Office, with the following text: "ПоступиловМоскваММПОвповреждённомвиде" (" Item was received at international mail exchange point with signs of damaged package") and stamp: *POSTE RUSSIA* *MOSKVA PCI-3* dated by 09.08.13
The box has signs of cut and was taped with several layers of Russian Post brand-name tape. Upon the box opening of a cardboard box the following things were found inside: invoice, customs declaration, certificate of quality and an empty ring box.
Post office provided us a Deed of opening of international shipment (form 51-в) where the discrepancy between actual and stated weight as well as box’s damage are documented.
On 21 Aug 2013 I wrote to the seller about the case and provided the photos of damaged box, all enclosures and Deed of opening of international shipment.
In his reply the seller informed: "Please file a report with the post office and the police, we will do the same as well. Once we receive any update, we will keep you posted."
On 22 Aug 2013 we filed a claim to the police regarding the stealing. The investigation has been started; this is confirmed by the police’s notification ticket.
On 23 Aug 2013 I’ve sent copies of the Deed of opening of international shipment and notification ticket to the seller.
The last notification from the seller was received on 03 Sep 2013: "We have filed a claim, we have yet to hear from them. once we receive an update we will let you know."
Originally I agreed on the following terms of delivery published on the e-bay page: "Free Expedited Int'l Shipping" and "Free Fully Insured Shipping" :http://cgi.ebay.com/...id=497916764024
In Custom Declaration СJ 479 241 324 US:
1) Insured Amount (US $) marked as: 0.00
2) Total Gross Wt. 1 lb.00 oz ( about 454 gram), at the International Exchange Point 09 August 2013 at 14.02 (Moscow time) registered parcel weight 260 grams
So, in fact the seller has broken the agreement with regard to the chosen courier and cargo insurance: the shipment was send via UPS instead of FedEx and was not insured. I tried to solve the problem with the seller, but unfortunately still have no replies from the 03 Sep. I apply to you for assistance in this case with regard to replacements of the ring value.
In the attachment you can find copies of the following documents: invoice, customs declaration, Deed of opening of international shipment and notification ticket and photos of the shipping box.
Please let me know if any other actions from my side are required.
