where it is difficult to check someone's identity. In the physical world,
sellers can check someone's credit card and driver's license. In the
online
world, where simple and effective identification tools do not yet exist,
we
have to take different precautions. We believe that these safety
precautions are in the interest of all our members.
To confirm your PayPal address, PayPal uses the Address Verification
System
(AVS) to verify credit card billing addresses that are entered on the
system. Your credit card billing address can be confirmed when two
requirements are met:
1. Your credit card billing address on PayPal matches your credit
card billing address registered with your credit card company
AND
2. Your Credit Card company also uses the AVS system that PayPal
uses
to Verify your address.
