Купил товар интернет магазине, оплатил через пайпал. Через неделю от продавца приходит письмо

Your order was rejected by paypal.
The order went through but we cannot complete it until the paypal issue is resolved.
This might be something you want to check with paypal.

Пишу в пайпал по этому поводу, они отвечают:

Mr. Alekseev, I have reviewed your email and can confirm that when you
place an order, money isn’t taken from your account immediately. Most
merchants will complete your payment a few days after receiving your
order. Often, merchants wait until they are ready to send your order to
complete your payment.

If you purchase an intangible item, a merchant might wait until after
you’ve used the service to complete the payment. An intangible item
could be a service, a rental, or a hotel room.

The transaction status is ‘Pending’ until the merchant completes your
order. Usually, the merchant has 29 days to complete your order. If the
merchant doesn’t complete your order in 29 days, then your order is
cancelled on the 30th day and the transaction status changes to ‘Void.’

However, I can see that the payment of $73.64 USD, from your MasterCard
ending xxxx9833 has been refused by your card issuer. Therefore, in
order to resolve this issue, I encourage you to contact your credit card
company directly and speak to someone who deals with online transactions
to find out why this payment was denied.

PayPal did not process the payment or remove the funds from your
MasterCard as your card issuer did not authorise this transaction.

Please be aware that the only information that we receive is that your
card provider has declined the usage of this card with PayPal.

I have enclosed some common reasons why a card issuer may decline a
payment:

• There could be a limit on your credit card that has been exceeded.
• It's possible that the card issuer could be temporarily unavailable to
answer the authorisation request we sent.
• Your credit card company could be blocking this transaction for
security reasons as it doesn't fit your regular spending patterns.

Your seller may be able to complete this payment after you have spoken
to your card issuer and resolved the issue.

Звоню в банк, там отвечают, что эти деньги зарезервированы на моем счете, просто продавец не может корректно направить запрос об их снятии.
Снова пишу в пайпал, сообщаю им инфу полученную в банке, они отвечают

deal directly with the authorization of payments. This means that
PayPal does not make the decision to allow or deny a payment but
receives an authorisation response from the card issuer.

Therefore, I would suggest that you contact your credit card issuer
again and request to speak with their Online Authorizations Department
directly to resolve this issue.

The Online Authorizations Department of your card issuer is in charge of
PayPal transactions, not the general customer service of your card
issuer. The general customer service can only inform you that your card
is not expired and that there is sufficient balance to complete your
transaction. However, they cannot tell you why your payment was
rejected.

Please confirm with the Online Authorization Department the exact reason
of this denial, as well as the limits on your card. You might be able to
complete your payment after you have spoken to the relevant department
at your card issuer.

пишу продавцу попробовать еще раз направить запрос о снятии денег.

I cannot re-initiate a paypal transaction if the card has been declined when Paypal tried to debit it. All I have access to is your paypal, not your credit card.
If I am to try and charge your card you will either need to give me your credit card information, or I can cancell your other order and you can go online and make a new one, but chose pay by credit card and not paypal.

В итоге договорился с продавцом, чтобы аннулировал мой заказ, чтобы я сделал его еще раз и расплатился с ним прямо с карты, минуя пайпал. Заказ аннулирован, но деньги на карту не возвращаются (остаются заблокированными)
ЧТО ДЕЛАТЬ И ВООБЩЕ ПО ЧЬЕЙ ВИНЕ ЭТО ПРОИЗОШЛО? ВСЕ ТРИ СТОРОНЫ СВАЛИВАЮТ ВИНУ ДРУГ НА ДРУГА.
