Paypal Transaction Cancelled

Выиграл лот нужно оплатить а тут что то странное с палкой происходит- не могу оплатить.

С карты платит уже раз сто а тут такое выдает теперь:

Написал письмо им, вот что ответили :


Thank you for contacting PayPal regarding the momentary technical issue you
encountered.

I cannot provide you an exact timeframe for this issue to be solved
unfortunately. I would advise you to try again

You can send money to anyone with an email address through the Send Money
tab. Using Personal Payments you can send to friends and family, or using
our Purchase Payments you can pay sellers or service providers.

To send money simply follow these steps:

1. Log in to your account at www.paypal.co.uk
2. Click the 'Send Money' tab.
3. Enter the email address of the recipient, the amount and currency of
the payment.
4. Select the nature of the payment under one of the two tabs,
'Purchase' or 'Personal.'
o Purchases are for paying for an item, such as something won on
eBay, or for a service, such as music downloads.
o Personal payments are for sending gifts, splitting a lunch
bill, paying living expenses, and everyday exchanges of money between
friends and family.
5. Click 'Continue'.
6. Review your payment details including the payment method and
currency. Click 'Change' to make any changes. If you edit your payment
details, the funding source returns to the default method of payment.
7. Review your postage information and add a message to the recipient,
(optional).
8. Click 'Send Money' to complete the payment.
The recipient does not need to have an existing PayPal account set up. They
will receive an email announcing the payment which contains a link. After
clicking on the link, the recipient can log into PayPal or sign up for a
new account. If the recipient does not have an account, they will be
required to open an account to receive the payment.

Note: To provide the most secure service as possible, you may be asked to
complete a Security Challenge. Simply type the characters you see in the
image into the blank field, without spaces.
